Mexico

The basic information on Mexico is as follows:

It's widely believed that Mexico will pass the registration act in order to improve relations with the US, especially in regards to immigration. Tighter border security has been promised by the United States if neighboring countries do not adopt registration, and tighter border security is not something Mexico in general wants. While there have been a number of demonstrations both for and against registration, most of them tend to focus on whether the government should bow down to the US in this matter or not, not really about mutant rights or anything like that. There are rumors that a small nationalist movement will stage a coup, and some feel that this group will be using mutants to overcome the numbers difference and succeed in the coup. Nothing's really known about it, though.

The team is being sent to Mexico City to investigate the situation and try to make sure that whatever happens is relatively peaceful. Genosha would actually prefer there to not be a pro-mutant revolution, especially a violent one, and would instead prefer to offer any Mexican mutants sanctuary. The general feeling is that a violent revolution would force the United States to get involved, which would be a bad thing in the end.

And so Wreck, Dom, and a possible third student find themselves in sunny Mexico City, or nearby to it. The invisible jet drops them off within easy walking distance of the city.

"Well, come on, gringos. As usual, I'm armed to the teeth. Least we won't be robbed."

The outskirts of the city seem to be pretty much the worst slums possible. Makeshift housing and an obvious lack of public sewers. People do seem to give Wreck a rather wide berth. A blind man with one leg is jangling a tin cup in the students' direction, saying something that comes through the translator as "Please to have some money."

Wreck stares for a moment. Not because of the appearance of the guy, but because his writer has no idea what the hell kind of currency he'd be carrying around, currently living on Genosha and all.

Whatever it is, he produces the first bill to fall into his grasp and shoves it into the man's cup.

"So, you say you want a revolution."

At the mention of the word revolution, suddenly, a theatrical silence falls on the scene.

A man walks out of a small ramshackle hut near Wreck. A man…with crab claw hands.

"You are American, huh. We want no business with you," he says, clicking his claws menacingly.

Wreck draws his gun in an astonishingly quick motion, pointing it to Crab Man's forehead.

"Not if I kill you first."

Then twirls it and puts it away just as quickly.

"May I suggest you cool it and tell me what's going on here? We're on the same side. Unless you want ANOTHER enemy, which is fine by me too."

"I would not hesitate to die to protect our cause. But you must do the answering first. Why are you here? What side? What are you talking on?"

Crab man looks at Wreck for a moment, considering.

"You are opposed to the policy of bowing to the demands of our oppressor to the north, then? You are mercenary or foreign freedom fighter? We do not have the ability to pay."

"Given that the demands of the Northern Oppressor are what lead to my deportation, I can pretty much guarantee that's the case, yes."

Wreck sighs.

"Foreign freedom fighter would be the closest. Other parties are interested in what's going on here, and they'd sooner side with you than America."

He produces a bag, because his hands are obviously unable to hold guns.

He gestures with the bag imploringly.

Wreck produces his gun again and drops it into the bag. Never mind that he always carries two.

"I'm gonna want that back when we're done."

"Of course."

The crab man leads Wreck through a veritable maze of ramshackle housing to a small lean-to on the side of the hill. Inside, he moves aside a fake wall to reveal a cave. Inside the cave are two heavily armed men who train their weapons immediately on Wreck. The cave continues on past them.

"Please," says the crab man. "He is friendly fighter!"

One of the armed men sighs and shakes his head. "Eduardo, I can't believe you actually brought people in here again…" He seems about ready to hit the crab man with the butt of his rifle, but resists. "Now go on out of here. You," he says, indicating Wreck, "Who are you and what's your business?"

One of the men spits a wad of tobacco at the ground.

"I'm afraid you're going to have to do better than that. Who are you a representative of? And what conflict?"

The men look at each other, then one roughly accosts Wreck, grabbing one of his wrists in an excruciatingly painful hold.

"Then you understand our need for security. You will be handcuffed and led to him."

Wreck manages a smile. Though it's hard to tell from a wince.

"Fine by me. Though if someone is possibly lending you aid, you should be careful not to beat up their diplomats."

Wreck is handcuffed and led into a larger cave, filled with tables overflowing with papers, charts, maps, so on and so forth. Looking over it all is…a pimply teenager with glasses. And a really large head.

"I hate being interrupted," he says. He then looks up at Wreck. "There's so much to process and so little time."

However, while his gaze remains fixed on Wreck, his hands move quickly over the papers. He flips through them after moving his hand completely over each.

"If I had to place a guess, I'd say either Venezuela or Genosha."

Wreck…chuckles. Then the chuckle turns into a guffaw, as he doubles over.

"Oh, I'm sorry, dude. I was kind of expecting someone resembling Gateway, not…this."

And regains his composure, wiping his "eye" with a handcuffed fist.

"Anyway, yes. I take it you're the leader of the uprising?"

"Gateway? Hm. Nope. My name's Ryan. I'm an American who crossed the border illegally. Isn't that hysterical? And I'm not really the leader, I'm more of a tactician. I can absorb knowledge from books and things much quicker than reading, and I retain it all. It's been useful."

A pause.

"Anyway. You guessed right. I've been sent as an envoy of sorts from Genosha. I'd shake your hand, but, well…"

He displays the handcuffs.

"Genosha? Really? I thought about going, but it was a little too far, you know. And I lived pretty close to here, Arizona. Tucson. But there I go…that's what they always tell me. I like to give out maybe a little too much information. I don't even know your name. And with the handcuffs…yeah, I suppose those can go. I imagine you can kick my ass just as well with or without them."

One of the guards reluctantly unfastens the handcuffs, "accidentally" putting them on too tight for a moment before releasing.

He pauses, and shakes his head. "Guards, you can leave, but if he comes out without me with him…"

A dramatic pause, then the guards reluctantly leave.

"I really can't stand that," says the kid. "Actually, this whole situation is crap. I'm pretty sure we have no chance, even WITH Genoshan help. I'm sorry you wasted your trip."

"Wreck. Yes, it's very deprecating, if accurate. Anyway, that was actually why I came here."

Wreck pulls up a chair.

"Long story short, you really DON'T have a chance here. Worst case scenario, you all get killed. Best case scenario, you manage to overthrow the goons in charge now. Then America decides to stampede in. You all get killed."

He fixes his gaze on the pimply kid.

"So. Genosha's recognized this. And they're offering to take the lot of you in. Maggy's not big on personality, but he generally keeps to himself, and no one in their right mind wants to mess with him. Plus, we live near a beach. It's an improvement of scenery."

"That's all well and good, and I really appreciate it, and agree, but the thing is…very few of us are actually mutants. Many of us, and I'm not talking about me, obviously, but many of these people are just Mexicans who don't want to take this crap, you know? What about them?"

"Well, yeah. But as much as I hate to say it, if the mutants took off for greener pastures, there would be no further issue for registration. America has no more leverage to hold over you, since, well…there's no one left to push their agenda on. Or at least not a big enough number to justify raising a stink over. Win win."

And I've been with these people a while, and I like them, and I care about them. If we leave, it's just going to be something else that gets them killed. I don't know. Do you understand? "Yeah, I do. Totally, actually, since like I said, I was in the same boat when the American government decided to start behaving like morons. All I can say is, you aren't going to accomplish much by getting yourselves killed trying to fight them."

Wreck smiles distantly.

"At least not here, where they can easily run you the hell over. Don't consider it backing down. Consider it taking higher ground on those slobs. It'll probably be the only way you can eventually beat them, too."

Wreck and the kid walk out into the sunshine. It seems to be shining quite brightly now.

"We'll meet back here in a few hours, if you can find it again. Until then, here, have a few pesos. There's a good coffee bar over there."

He points to a cement block building not far away. It looks like a serious dive.
